ITANAGAR, Jul 18: All Arunachal Registered Contractors Association (AARCA) demanded the Chief Engineer, WR Department to invite open tender as per CPWD manual for the construction of Polytechnic College at Tajang village under Lower Subansiri district.
AARCA in its letter to the CE said that a contract for the work has already been accorded and the same is now under the disposal of the authority for execution. It expressed apprehension that the work might be awarded to some individuals or pressure groups of the locality without inviting any bid if the sources are to be believed.
Such type of construction with state importance needs skilled and experienced contractors, AARCA said, and appealed to the CE to award the job through open bidding only.

DC Abu Tayeng taking strong note of the matter instructed the DDSE to withheld salary of all those erring teachers posted against these Schools and also ordered for initiation of strict disciplinary action.
DC and DDSE of the district are on continuous inspection and unannounced checking of schools in the District from 8th of July onwards to ensure proper functioning of schools in the District. The team is also on to gather information about the problems faced by the teaching fraternity of the District.
Further, the inspection team noted that nine more Teachers of three Govt. middle schools of Etalin, Arzoo and New Anaya had not resumed their duties till the date of inspection. Salary of all nine Teachers is also ordered to be kept withheld with immediate effect along with disciplinary action.

Pul asks for compensation from Centre
NEW DELHI, Jul 18: State finance ministers today urged Union Finance Minister Pranab Mukherjee to compensate the states on losses likely to be incurred by gradual phasing out of central sales tax (CST), which has been proposed to be replaced by the Goods and Services Tax (GST).
Arunachal Pradesh Finance Minister Kalikho Pul, who attended the meeting of the Empowered Committee of State Finance Ministers (ECoSFMs), which is spearheading the implementation of Goods and Services Tax (GST) here today, said that he urged Mukherjee also to not increase the GST limit of Rs 5 lakh to the proposed Rs 10 lakh as the sparsely populated state would loose out all taxpayers on the limit.
Pul also pleaded with him to extend 100 percent financial support for creation of infrastructures and training of manpower for introduction IT regime in the state.

752 BRTF personnel said that the inclement weather with continuous heavy downpour over the last few weeks is greatly hampering the restoration work and reopening of the road for normal traffic movement might take some more months depending on weather condition.
One of the Engineers working on the blockpoint said that since the entire hill had come down triggered by a massive landside, there was no other alternative for diversion of the road.
The local people and government employees of Lazu area are facing untold sufferings because of the prolonged road blockade as they have to carry their daily needs through the traditional porter track from Kolam village, crossing deep valleys and steep slopes.
So far, 7 sorties of PDS items have been airdropped at Lazu out of the allotted 16 sorties. Airdropping of PDS items has been hampered by inclement weather.

AAPSU questions spiraling B.Ed fees
ITANAGAR, Jul 18: All Arunachal Pradesh Students Union (AAPSU) has expressed serious concern over spiraling hike in fees of B.Ed in state of Arunachal Pradesh. Quoting recent report about B.Ed fees going upto seventy thousand a year, AAPSU has urged education department to immediately look into this matter.
In a statement AAPSU President Takam Tatung said that getting B.Ed degree has become distant dream for the poor students who want to become teacher. “Govt of AP has made B.Ed compulsory to get job for senior teachers. However with such high fees, many talented poor students are not able to afford this course. This surely will affect the quality of education in coming years,” stated Takam Tatung. He went on to add, “AAPSU would request state govt to keep tap of private institutions based in capital complex who are extracting heavy fees from students for B.Ed course. There should be certain limit. We also urge private institutions not to take advantage of innocent Arunachalee students and charge heavy fees. AAPSU is keeping eye on these private institutions.”
Meanwhile AAPSU has also appealed to the education department to immediately repair all the unused hostels and make in operational from this academic season. “Many hostels are lying unused for years. Govt should renovate these hostels and let students use it. We also request govt to increase stipend money of students. Being tribal state, our students should be given equal stipend like other tribal states like Nagaland and Mizoram are getting,” stated AAPSU President. He further warned that AAPSU will knock door of ST/ SC commission if stipend money is not increased in coming months.

Bhoti to be introduced in Tawang and West Kameng
Rinpoche takes a dig at money oriented education system
ITANAGAR, Jul 18: The Bhoti language is all set to be taught as third language from the current academic session in Buddhist inhabited areas of Tawang and West Kameng. This was informed by Chairman Karmik and Adhyatmik Affairs TG Rinpoche today at a press conference held at Arunachal Press Club.
Highlighting on the Bhoti language, Rinpoche said under the initiative of Department of Karmik and Adhyatmik Affairs and SSA Rajya Mission the language would be introduced in the schools with the help of experts. Efforts also being made to introduce the language in Tuting in Upper Siang and Menchuka in West Siang, he added.

Stating that various loopholes existed due to the distorted education system, Rinpoche said that it was holding back the real development of the nation to the fullest. He said that the Gurukul system where students received and understood knowledge with love and care doesn’t exist anymore as the present school system only cares about money making. The schools for the students from higher income group are distinctly different from the students from the lower income group while all students coming from whichever background receives the same education without any discrimination in the Gurukul system, he added. He called for need to change the education system urgently and improve the scenario.

ANSU urges govt to facilitate Thakur apology
ITANAGAR, Jul 18: All Nyishi Students Union (ANSU) has urged government to immediately give justice to Nyishi community by making Pradeep Thakur issue a public apology to the Nyishi people. “The court case in this regard will continue and we won’t give up until we get justice in the court, it said.
Meanwhile, state govt can give some salvation to the Nyishi community by making Thakur to issue public apology. He had given bad publicity to Nyishi in national media and we want him to apologize to Nyishi community publicly,” said ANSU General Secretary in a statement. It further brushed aside rumours that ANSU would target the Thakur community in the state and clarified that its movement is against publication house and journalist Pradeep Thakur.

Beneficiaries who are already getting disability pension from any other scheme of Central or state govt can also apply, she added. Pema informed him that the 32nd Kalachakra, to be initiated by His Holiness the XIV Dalai Lama, was conceived by former Arunachal Pradesh Chief Minister, late Dorjee Khandu and that his family has been extending all possible efforts in materializing his dreams. Cut VAT to reduce diesel, kerosine, LPG prices: AAYA
ITANAGAR, Jul 18: Concerned over soaring commodity prices due to hike in prices of petroleum products, All Arunachal Youth Association (AAYA) demanded the State Government to cut the price of Diesel by reducing Value Added Tax (VAT).
The recent hike in prices of other essential household items like cooking gas and kerosine made the poor people’s life difficult, AAYA said in a release and demanded the Government to cut VAT on those items to reduce prices.
It also demanded to conduct the Urban Local Body Election (Municipal) immediately for smooth implementation of urban development schemes. Although various developmental projects under JNNURM are being implemented in the state Capital, there was no significant development due to lack of proper planning, policy and monitoring of such projects. Further, civic amenities like drinking water facilities, electric supply, medical facilities and road conditions, especially at sectors, in twin capital cities have gone from bad to worse, AAYA said. It hoped that election of the municipal body would help in doing away with these problems.

ITANAGAR, Jul 18: A state level training programme on “Financial Management in Government” began at Administrative Training Institute, Naharlagun today. As many as 24 officers from various head of departments, district Administration and AP Civil Secretariat are attending the 15 days long programme which is being organized under the 100 per cent course fee sponsorship of Personnel and Training department, Govt. of India.
Addressing the inaugural function as the chief guest, Huzar Lollen, Secretary (P and AR/Training) emphasized on the importance of the financial management in all aspects of life. In our personal and family life, one who plans meticulously, manages the finance efficiently, he said. Similarly, in Govt. functioning too, the financial management has to be planned and executed with the same spirit.
Lollen further called upon the participating officers, most of who are DDOs to exercise outmost financial propriety and transparency to avoid any irregularities which may, otherwise, jeopardize their own service career along with their senior officers.
Stressing on the need to follow the renewed and modified financial norms and guidelines for smooth financial management, Lollen, pointed out that some officers tend to follow the old guidelines due to ignorance which leads to financial errors.
While making a general observation, the secretary pointed out that the overall perception of the public towards the financial management of the Govt. is quite bad. He, therefore, urged upon the officers to try to make all efforts to improve the image of the Govt. in matter of financial propriety.
Pointing out the RTI Act and Lokpal Bill which is in progress, Lollen called upon all Govt. functionaries to maintain higher level of sincerity and honesty in handling Govt. expenditure.

Many ancillary industries such as plywood industry, tea chest making industry, tea machine making and repairing industry, fertilizer industry etc. can be established after the establishment of factories for manufacturing of tea. Moreover, tea industry would help in the growth of cottage industry in the region. Tea industry would require Japi, Plucking baskets, hoes and many others which are the product of cottage industry. In this way, tea industry would help in the rapid Industrialization in the region.
Tea industry being the best organized Industry in our country would provide large avenue of employment and thereby solve the unemployment problem of the region to great extent. Being agro industrial in character, tea is a labour intensive industry requiring a very large number of workers.
Tea industry of the region would provide Stimulus to the development of our means of communication and transport. Assam Bengal railways and water transport system in Assam are few of the instances. The tea industry in Arunachal Pradesh would play an important role in creating an academic environment in the state with the establishment of research and educational institutes. The Tocklai Experimental Station, jorhat in assam is one such example.
Tea industry is the only industry of our country which can employ large amount of female labour. Tea with a much longer season of production tends to favour female labour rather than male in most of the operations. Besides direct employment, tea Industry would also provide avenues of indirect employment through ancillary industries. White collar job opportunity will also be provided by the tea industry.
Tea cultivation in small holding would also provide an avenue for self employment of the educated unemployed persons besides generating a source of additional earning to the farmers.
Tea plantation would play a significant role in the development of state’s economy. Every year central government would earn considerable amount of revenue from export and excise duties and income tax. Major position of state’s revenue would come from tea industry. And thereby help in the economic development of the state.
Tea plantation by using wasteland, unsuitable for cultivation of paddy would contribute to the economic development of the state. And would provide an alternative for shifting cultivation (Jhum) in the hilly tracts of Arunachal.
Industrialisation though contribute to the economic development, it pollutes the environment. But by providing stimulus to the development of forestry tea industry help in preventing soil erosion and maintaining an ecological balance.
Tea is the property of the State Arunachal Pradesh and tea is a farmers’ crop. Tea could also be the lone resource to adopt for permanent source of business for the State, especially organic tea, which has potential to reach the world market. Tea plantation of our state would not only contribute largely to build up economy of the region but also has an important impact on the social life of the region.
Tea plantation will bring to Arunachal the method of scientific agriculture that helps to solve the food problem by increasing the production of paddy and other cereals. Tea Plantation could be incorporated with watershed programme as watershed programmes like Haryali. If tea crops are covered under the watershed programme then it will help not only for growing tea but also increase the Per Capita Income of rural people.
To meet the increasing domestic demand sustains the present level of expert, it is necessary to raise the production of tea. So, appropriate care and attention must be given for development of tea plantation industry in our state. The appearance of the small tea growers in the recent years is a significant development in Arunachal. In order to develop tea production, Arunachal Pradesh Small Tea Growers’ Association (APSTGA) frequently organizes an awareness campaign on Techniques of Tea Plantation at various occasions. As tea cultivation in the virgin tracts of land will involve huge financial investment and careful planning, close investments of various government departments, the Tea Board and the financial institution is required to make the project successful. So that Arunachal tea Industry is bound to contribute to our country’s green revolution.

As per records the Aalo Episode cropped up in connection with implementation of RMSA scheme. As per the Memorandum, the PAYWA sought an intervention of the DC for an amicable solution. The memorandum was never endorsed to any Branch officer for action nor any attention was paid to it. The second memorandum was also unheeded and finally the ultimatum. Had the earlier Memorandums been responded to, no law and order problem would have cropped up.

Time for a change
Dear Editor,
Arunachal Pradesh made late entry into the modern democratic political system. Since first Assembly Election in 1978, it has successfully held several assembly elections. One of the most outstanding features of the working of Democratic Party Politics in Arunachal Pradesh is the presence of minimal members of opposition bench in state assembly and minimal role of opposition party. It is not that voters want that but because of absence of effective and ideologically oriented leaders in our state. Defection evil raises its head again and again after interval of every assembly election. In second legislative assembly election 1980, people of Arunachal Pradesh voted for 13 seats each to congress (I) and PPA (Peoples Party of Arunachal) and 4 (four) seats to independent candidate. But very soon 4 (four) legislator of PPA defected and switch over to congress (I). Infact, defection politics had its beginning just after one year of fist assembly election in 1979 in which Janata Party legislator merged to people party of Arunachal Pradesh. So legislator deceived its voters as well as party that provide them a platform to serve.
In a democracy difference of view is not only tolerated but is encouraged because constructive criticism has an important place in a democracy. Absence of opposition party or weak opposition party in our state is one reason for which people organize themselves into small organization in various name to ventilate their grievances and raise voice on the working of Government. Students union also has to play a key role on several issue of public interest just like a political party. Several times they failed to achieve desire objective of logical conclusion to the issue they stand for because of so many constrain in it. Many elite people of our society vehemently criticized the formation of numerous organization, self style leaders as well as the role of the students union. They are right but people had left no option but have to appoint themselves as self style leaders because they don’t have availability of political platform in the absence of effective opposition party. It is always better to raise the issue in the name of some or other groups, association, unions then in the name of few individuals.
Presence of electronic mass media is negligible or nil in our state. Through few available print media people particularly youth brigade raise serious allegation against the government of Arunachal Pradesh. Such as allegedly obtaining of fake certificate by present minister’s son & daughter’s, illegal appointment in numerous department, charges of misappropriation of fund in various government department, lack of government will to resolve issue related to Tirap and Changlang insurgency problem etc.
These are serious allegation of corruption as well as question of good governance. People of Arunachal Pradesh deserve to know the truth of these allegations on government. But thanks to the absence of effective opposition party that there is no effective democratic movement and hallabol happening against such serious charges on government. Government is also happy on no comment on serious issue of public importance.
Arunachal Pradesh needs to develop the true spirit of democracy. Political culture of rule by one party and silence of other party must be changed without delay. With few active and committed members of opposition party, this can be change if not at least beginning must be made in this direction. People of Arunachal Pradesh will support such change. A ray of hope was there when K. Rijiju former M.P strongly fought against the ruling congress candidate in 2009 election but end was undesirable. Change begins with small steps and visionary leadership. Healthy Party Politics is must for better governance. Lord Aucton had pointed out that Power corrupts absolute power corrupt absolutely.

This is in response to the letter of a concerned citizen from Guwahati on 16th Jul’ related to YD Thongchi’s letter of 14 Jul.
Concerned citizen and Thongchi, CIC are playing with the sentiments of the public. From the letter of Thongchi, it is clear that he had violated the law and misused his post and power by regularizing and promoting a class XII (passed) candidate to the gazatted post within two years. Is it not a crime? Hope law of land will do its duty.
Now, how that concerned citizen can claim that Thongchi is not guilty in this matter. The self made story of Thongchi is indigestible to the public. This cannot be the reason why he should not resign from the post of CIC. Sango Lamte Foundation has every evidence and every responsible citizen of the state knows that this Society is doing excellent work. Please do not try to fool the public. We are well aware.

Joint teams from both India and Bangladesh are aiming to complete the headcount over the next two days before they refer their findings to the political level. The pieces of lands located in each others' territories could be exchanged under a political decision.
The Joint Boundary Working Group meeting between the two sides and subsequent home secretary level talks earlier this year had decided to expedite the process of exchanging the enclaves under a 1974 agreement.
Officials familiar with the process said earlier that the surveyors would use a simple form of head count for residents of the enclaves for the first time since the 1947 partition of the subcontinent. According to earlier unofficial estimates, the population of 111 Indian enclaves was around 100,400 on 17,000 acres of land while the 51 Bangladeshi enclaves inside India have 44,000 residents on 7,000 acres of land.
